Evaluation and Analysis Project of Establishing Repairability Index for Electrical and Electronics Products

In response to the 2050 Net-zero emission goal and the circular economy policy, this project aims to improve domestic resource efficiency and resource productivity. The recycling trend of electronic waste needs to be improved. Improper disposal process may cause environmental impacts. If the broken product can be repaired during product use stage, the value of the product can be preserved and the generation of waste can be reduced at the same time. The international awareness of consumers' right to repair has increased, especially the European Union has published the Proposal of the Ecodesign for Sustainable Products Regulation which is related to the right to repair. France has officially incorporated the repairability index into the circular economy law, forcing the producer and salers have to lable 5 electronic and electrical products with repairability index while selling from 2021. The repairability index of major brands of smartphones, laptops, TVs, washing machines and electric lawn mowers were disclosed as a reference for consumers to purchase products. The international promotion progress of the repairability index report has been completed. Four enterprises and non-governmental organization have been interviewed. The evaluation tool draft including three repairability index calculating sheets and guidance have been developed. The short-, medium- and long-term planning for the introduction of the repairability index system in Taiwan has also proposed in this project.
